Peking, March 24, 1911. IN discussing question with Grand Secretary Natung yesterday, I took an opportunity of suggesting as an alternative to present negotiations proposal for a live years' agreement mentioned in Indian Government's telegram of 17th March.
He said that he would not dare, in present state of public feeling, to sign a agreement even for two years, and added that he had been severely denounced b censors for part he had taken in negotiations.
As to existing stocks, all he could suggest was that, in consideration of Chinese admitting 18,000 chests, India should make a corresponding reduction in authorised imports during next four years.
